The first hour consists of varying polarizations, use whatever polarization is convenient for the MDIAG portions of it. The second and third hours should be transmitted with right hand circular polarization. There is a possiblity that the propagating polarization was not calculated correctly, so if you should observe echoes during the first hour and not during the second and third hours, try Left Hand Circular polarization for those hours. C. Unless otherwise specified, all formats are at maximum available power. D. The POLA1 format takes precedence over other formats. If there are no good echoes the first hour, but good ones during the second or third hour, switch back to the POLA1 format until at least one hour's worth of data has been collected. E. FSET should be the antenna resonant frequency unless observations of natural phenomena or echoes indicate differently. F. The package may be interrupted to change frequencies or probe for active frequencies any time it seems appropriate, but note such interruptions in the log, and resume at the proper place in the schedule, not where you interrupted.
